Our certification department is seeking an organized, process-oriented program manager to join the team as Director of Product Certification. Before Clear Ballot can close sales and deploy technology solutions in target markets, our products must meet strict certification standards set by federal and state entities.

Role Overview

In this leadership role, you will oversee certification strategy, execution, and compliance across multiple jurisdictions. You will act as the primary liaison with regulatory bodies while managing internal teams and ensuring all certification efforts are completed efficiently and successfully.

Key Responsibilities

Strategic Leadership & Planning

  • Collaborate with product, engineering, and operations teams to develop long-term certification roadmaps
  • Determine which product versions and state certifications to prioritize
  • Participate in strategic discussions, providing a certification-focused perspective to support business growth
  • Lead and manage the certification team, including workload distribution, reporting structure, and professional development
  • Schedule and allocate staff and hardware resources for testing across labs and state locations

Regulatory Affairs & Liaison

  • Serve as the primary point of contact between the company and federal/state election officials (including the EAC)
  • Build and maintain strong relationships with certification authorities and Voting System Test Laboratories (VSTLs)
  • Monitor regulatory and statutory changes, assessing impacts on product certification and renewals
  • Represent the company at certification hearings and examinations
  • Review and provide feedback on proposed election rules and state-specific requirements

Lifecycle & Project Management

  • Plan and execute multiple concurrent certification efforts (typically 3–4 at a time) from initial research through final approval
  • Work cross-functionally to ensure deliverables and timelines are met
  • Provide regular updates on certification status to internal stakeholders

Technical Compliance & Documentation

  • Develop and maintain a centralized repository of federal and state certification requirements
  • Oversee processes related to software chain of custody, code drops, trusted/witnessed builds, and source code escrow
  • Maintain and improve Standard Operating Procedures (SOPs) and templates for efficient, repeatable certification processes

Field Operations & Testing

  • Coordinate product setup and demonstrations at test labs and state-designated locations
  • Lead pre-certification mock elections and support VSTL-driven testing activities
  • Provide periodic support to customers during election cycles, including on-site and remote assistance on Election Day and during post-election audits
  • Maintain a working, semi-technical understanding of all products to address questions from regulators, customers, and stakeholders
