During the 2025 Primary Election, Jefferson County and Clear Ballot partnered together to pilot Clear Ballot's newest on-demand thermal ballot printing system. For Jefferson County, the pilot offered them the opportunity to manage their early voting ballot printing process in-house, eliminating the cost and potential errors with pre-printed ballots.
In previous elections, the county had purchased pre-printed ballots for their polling locations, and found that the cost to print and store unused ballots was growing. Additionally, the pre-printed ballots were vulnerable to delays or mistakes from outside vendors, which left the county trying to problem solve while preparing for a busy election. By bringing ballot printing in-house, Jefferson County's team was able to save time, be more efficient with resources, and have total control over their early voting ballots.
"Our poll inspectors absolutely loved the on-demand ballot printers," said Republican Elections Commissioner Tiffany Ladd. "It made us more efficient. Every person that came in was impressed with it - voters and poll workers."

Jefferson County was also able to use state grant money to plan for the purchase of their on-demand ballot printers, which will allow them to enhance their process without cutting into their budget for other services and tools. They anticipate being able to roll out the new system county-wide in the near future with the help of the grant funding.
